Robert “Bobby” Hilliard, Jr.

Robert “Bobby” Hilliard, Jr. is currently President of Harmony Health Plan of Illinois, a subsidiary of WellCare Health Plans, Inc. where he oversees a health plan with Medicaid and Medicare beneficiaries.

Prior to joining WellCare, Hilliard was the Chief Operating Officer for UnitedHealthcare's Community Plan in Texas. Before that, he served as Chief Medical Officer for Molina Healthcare of Texas, and the Regional Medical Director of Western Commercial Markets for Humana in Texas. He majored in Social Work at the University of Texas in Austin, and earned his Medical Degree from the University of Texas Health Science Center in San Antonio, and an MBA from the Kellogg School of Management at Northwestern University. Hilliard served on the board of directors for Legacy Community Health Services, Inc., a Federally Qualified Health Center in Houston, from 2007 to 2013. He is also a Diplomat of the American Board of Obstetrics and Gynecology.

"When I was a senior in high school, I worked part time at a hospital in Texas when people were still unsure of the illness. I recall people, including me, putting on a gown, mask, cap, and gloves to simply drop off and pick up a patient’s meal from their room. Later, while in residency, people thought of treatment options in terms of months and not years.  Today, I am privileged to work for an entity that helps coordinate care and medical services for people living with HIV. I believe the end of this era is in our grasp and I want to be part of an organization on the forefront of advocacy and the importance of getting tested."
